摘要：

第二次世界大战以来，伦敦的城市规划在城市发展中扮演了重要角色。本文首先回顾了伦敦规划编制框架演变和规划背景，认为伦敦规划的编制是一个编制—实施—监测—评价—更新的不断滚动的历程。随后介绍了大伦敦空间发展战略规划（2011）的实施框架和主要内容，阐述了落实伦敦规划的主要方法。希望借鉴伦敦经验，在规划实施机制、规划编制体系及公众参与等方面对我国城市战略规划的实施产生有益启示。

Abstract：

City planning of London has played a critical role in the city development since the Second World War. This paper starts with reviewing the evolution and background of London Planning Framework, and argues that the London Plan making has been a dynamic process of plan preparation, implementation, monitoring, evaluating and renewing. The following section introduces the implementation framework and major contents of Greater London Spatial Development Strategy Plan (2011), and illustrates the main approaches of the plan. It concludes with the implication of London experience in implementation mechanism, planning system as well as public participation.
