摘要：

通过分析我国城市环境所面临的双重危机状况和历史 文化名城保护中存在的普遍性问题，阐述了英国历史环境保护政策和经验，特别是历史环境保护和遗产资源管理的机制与体系构成。强调在教科文组织《关于历史性城市景观的建议》指导下，基于可持续发展政策和遗产保护的社会意义，通过保护、整治并提升历史城市的宜居性，逐步实现城市历史环境的可持续保护及规划管理。

Abstract：

Based on the analysis of the dual-crisis problems existing in urban environment and the common problems in historic and cultural cities in China, this paper concentrates on the policy and experience in the urban conservation, and mainly introduces the mechanism and system of historic environment protection and heritage assets management in the UK. Under the guidance of the Recommendation on the Historic Urban Landscape of UNESCO, based on the sustainable development policy and the social values of heritage preservation, it focuses on realizing the sustainable conservation and planning management for historic urban environment through preserving, renovation and improving the liveability of historic urban area.
