国际大城市交通碳排放特征及减碳策略比较研究

摘要:

城市交通运输碳排放呈现占比大、增速快、达峰慢的整体特征,是城市最主要的碳排放源之一。全面深入分析城市交通碳排放是高效开展减碳工作的重要基础。本文基于纽约、伦敦、东京、巴黎等国际大城市的交通碳排放数据,通过横向和纵向对比,分析了这些城市的交通碳排放水平、结构和演变特征,随后系统对比和剖析了相关城市在城市总体规划和环境、交通等专项规划中提出的交通减碳目标、策略、指标和行动。研究发现,国际大城市多从国土空间与综合交通协同、交通客货运系统布局优化、提高低碳客货运交通方式占比、优化慢行交通出行环境、推广新能源车辆等角度系统提出规划策略,个别城市还结合国土空间规划开展了碳定量测算和评估。本研究期望能为我国城市开展交通减碳工作提供借鉴。


Abstract:

Urban transportation emission is characterized by high proportion, rapid growth and reaching peak slowly, which is a major emission sector in cities. A comprehensive and in-depth analysis of urban transportation emission is of great importance for carbon emission reduction. Based on the carbon emission data of New York, London, Tokyo, Paris and other global megacities, a horizontal and vertical comparative study on urban transportation carbon emission levels, structure and evolution is carried out. Then, a research on transportation planning goals, strategies, objectives, and actions is conducted. We find that most global megacities focus on land use and transportation integration, transportation system optimization, improvement of low carbon transportation modes proportion, optimizing the environment of walking and cycling, promotion of new energy vehicles. Some cities also conducted a quantitative measure and assessment of the planning. This study can be a reference for Chinese cities’ transportation carbon emission reduction.
