摘要：

随着城镇化和全球化的推进，国内外对于乡村人口变化问题的关注度不断提升。人口收缩带来的老龄化、空心化造成了乡村经济、社会、文化和环境的巨大改变，使乡村发展陷入动力不足的困境，亟须结合多方经验探索人口收缩背景下的乡村可持续发展之路。美国乡村转型开始较早，目前已经形成了较为完善的发展体系。本文梳理了美国明尼苏达州乡村人口收缩与发展历程，总结人口减少的背景下其在经济、社会、环境领域实现乡村可持续发展的行动路径，并基于其乡村可持续发展经验，结合中国东北地区现状提出推动区域思维下的乡村产业转型，挖掘重塑乡村价值的新兴人员动力，建立延续乡土特征的资源保护体系三方面的乡村可持续发展启示。

Abstract：

With the advancement of urbanization and globalization, the world’s attention to the issue of rural population changes has continued to increase. The aging and hollowing brought about by population shrinkage have caused great changes in rural economy, society, culture and environment, and put rural development into a predicament of insufficient power. It is urgent to combine multiple experiences to explore sustainable rural development in the context of population shrinkage. The rural transformation in the United States started earlier, and a relatively complete development system has now been formed. This paper combs the population shrinkage and development process of rural Minnesota in the United States, and summarizes the economic, social, and environmental aspects of Minnesota’s sustainable rural development under the declining population. Based on the experience of sustainable rural development in Minnesota, combined with the current situation in Northeast China, it proposes three aspects of rural sustainable development enlightenment: promoting the transformation of rural industries under regional thinking, digging out the emerging human power to reshape rural values, and establishing a resource protection system that continues rural characteristics.
