摘要：

密度分区是依据不同的开发强度对城市空间进行分区的规划管理制度。深圳密度分区经过 20 年的实践形成了从宏观、中观、 微观对城市开发强度进行多层次管理的控制方法体系。本文阐述 了城市密度和密度分区的基本概念，总结和解析了过去 20 年深 圳四版密度分区的主要特征，并进行了比较分析，指出 ：密度分 区作为一个系统的规划控制体系，需要以很强的技术手段和管理 能力为保障 ；密度分区具有强烈的价值取向和公共政策属性，其 管理标准具有相对性和在地性特征，管理目标应与城市发展阶段 相适应，管理方式应与政治体制和治理体系相适应。

Abstract：

Density zoning is a planning and management system that divides urban space according to different development intensities. After 20 years of practice, Shenzhen density zoning has formed a multi- level management control method system for urban development intensity from the macro, meso, and micro perspectives. This paper expounds the basic concepts of urban density and density zoning, summarizes and analyzes the main characteristics of the four versions of density zoning in Shenzhen over the past 20 years, and conducts a comparative analysis. It points out that as a systematic planning and control system, density zoning needs to be guaranteed by strong technical means and management capabilities; density zoning has a strong value orientation and public policy attributes, and its management standards are characterized by relativity and locality. Management objectives should be adapted to the stage of urban development, and management methods should be adapted to the political system and governance system.
