Entrepreneurialism in China’s Urban Space Production: Exploring Land Redevelopment Mechanism of Shanghai Expo Park

Abstract:

Since the introduction of market economy in Economic Refom and Opening Up period, scholars have reached consensus that China’s urban space production has been promoted by diverse growth coalitions, characterized by urban entrepreneurialism. However, in recent years, researchers have found that in large-scale space production promoted by urban land (re)development, government forces are ubiquitous in the market, showing distinctive characteristics of state-owned entrepreneurialism. This paper examines the role and interaction of governments and their affiliated platforms at multiple levels in capital accumulation through the space production of the Shanghai Expo Park, revealing a space production path from three dimensions of power game, capital operation and attracting investmant that is different from the Western countries, where exchange value for economic benefits have been prioritized.
