Rationality and Practice of Australian “a Priori” Planning Evaluation and Its Reference to China: Case of Sydney

Abstract:

The planning evaluation research in China has not yet constituted a complete system, mainly focusing on “ex post facto” planning-implementation evaluation research, as opposed to“a priori” planning evaluation, but such evaluation can improve the accuracy and effectiveness of decisions-making, and can better reflect the attribute of “public policy” in planning. This paper takes the planning evaluation practice of Sydney, Australia as an example, and specifically explains the rational background and specific practices of its “a priori” planning evaluation mechanism of “a framework, special guidance, and multi-party participation”, and considers its evaluation to effectively improve the quality of planning decision-making, and are an organic supplement to planning implementation evaluation system, for its involvement in the phases of planning , the legislations for the systematic participation of multiple parties in planning and evaluation, and the cross-sectoral collaborative evaluation and other specific practices. Thus, this paper holds that it can have a certain degree of reference to improve the planning evaluation system in China.
