Experience and Insights from New Zealand’s Public Housing Policy and Its Dual-Track System

Abstract:
New Zealand began to promote public housing in 1905. It has
formed a dual-track housing security system that combines material and
monetary subsidies of public housing at present. New Zealand has been
using the effectively connected “housing continuum” subsidy system and
the well-managed housing register system, in order to dynamically match
the supply side and the demand side of public housing. This paper focuses
on New Zealand’s history of public housing policy, and then extracts
New Zealand’s public housing policy of the material subsidies matched
the family’s development cycle and the monetary subsidies related to the
family’s economic status, and the quantitative and positioning method of
the supply planning target based on demand. This paper aims at providing
useful suggestions on improving the policy system and planning methods
for Chinese affordable rental housing.
