Abstract:
With the economy globalization and rapid
urbanization in developing countries, the phenomena
of “urban informality” represented by informal housing

at home and abroad, analyzes the development process
of informal housing governance from “demolition”
to “empowerment” in Brazil in the process of rapid
urbanization from the perspective of the value turn of
informality. It concludes with policy implications of the
informal housing governance in China.
