摘要：

?城市韧性所针对的问题， 来源于外部“ 扰动”（disturbance）带来的危机。这些“扰动”种类繁多，但都具有“不确定性高”、“随机性强”与“破坏性大”等特点。环顾全球，城市自创建之日起，就必须面对各种威胁、应对多重危机。随着人类科技文明的进步和各种政治经济力量的制衡，很多之前被视为灭顶之灾的危机，比如大规模的病疫和战争，已经不再令人感到恐惧。然而，现代城市开始需要应对全新的冲击。这些冲击的不确定性程度更高，潜在影响更大更广，并且有进一步增强的趋势。人为扰动（man-made disturbance）方面，疾病传播、环境污染、恐怖袭击等带来的负面效应已经成为不可忽视的问题。由于城市需要容纳高密度的人口和经济活动，这些负面影响将会被逐渐放大。另外，一些以往经常被人们忽视的缓速扰动（slow motion disturbance），例如气候变化、经济依赖、能源危机，甚至非理性城市化等，正直接或间接地影响着城市，同样成为城市发展不确定性的重要影响因素。
