韧性规划:纽带概念抑或末路穷途

生活在一个充满挑战的时代,人们的不确定感在增加,并不时遭遇到潜伏着的不可预见的事物——诸如灾难性的气候事件、恐怖袭击、信贷危机、青年暴动、大规模裁员等。对于英国的规划师来说,10 年间的不断变化以及规划这一行业的社会贡献遭到反复质疑加重了这种不安情绪。在应对这种不稳定状态的诸多补救方法中,“韧性”是最为流行的。韧性似乎正在取代可持续性而成为日常讨论的主题,正如“环境保护”被纳入“气候变化”这一当务之急的主题中然而,还有一些无法回避的问题:“韧性”一词是否有成为新的流行语的危险?其可塑性是否意味着许多存在分歧的,某些甚至可能是站不住脚的措施在韧性的名义下就合理化了?其是否是规划理论和实践的一个有前景的概念?如果答案是肯定的,那么将“韧性”这一概念从生态学领域引入规划领域的机遇和限制分别是什么?本文旨在阐明以上问题,以期推动对这一模糊概念及其实用性的讨论。本文主要分为以下几个部分:第一,追溯“韧性”的源起并解释它的三个基本内涵;第二,列举韧性思维与笔者称之为“规划的诠释方法”之间正在出现的某些相似之处;第三,提出一些将韧性概念从自然领域引入社会领域时需要思考的关键性问题;最后,概述结论。
