摘要：

本文通过梳理法国20 世纪以来不同历史阶段社会住房政策的要点，在历史演变中考察住房政策对社会经济政治环境和实际社会需求的适应反馈，并总结在政策引导下的社会住房建设活动的发展变化特征，以期对我国社会住房政策的制定有所思考借鉴。

Abstract：

This paper reviews the evolution of the social housing policies in France since 1900s and shows its response to social demands and economic development. It also summarizes the changes of the social housing construction under the policy guidance. Hopefully, the experience of France can be used in the affordable housing policy making in China.
