摘要：

作为一个用地资源紧张的内陆小国，瑞士不得不在城市发展压力下重新考虑其城市土地使用策略。瑞士对内城更新的重视带来了城市发展的转型，同时也给规划工作带来新的挑战。文章指出存量背景下的规划与新区蔓延规划有所不同，作为对正式性规划的重要补充，如“试验性规划”等非正式规划在内城更新项目中发挥着极其重要的作用。本文在介绍瑞士空间发展策略“内城更新优先于城市蔓延”的基础上，详细分析了试验性规划的概念和程序。最后，本文选择瑞士最大的棕地之一阿提斯霍尔兹地区为例，揭示了试验性规划在更新实践起到的实质性推动作用。

Abstract：

As a small country with scarce land resources facing pressure of urban development, Switzerland has to reconsider its land use strategies. More attention to inner city renewal has led to the transformation of urban development, as well as new challenges to urban planning. This paper argues that planning for the existing built-up area makes difference with planning for the greenfield development. As an important supplementary of formal planning, informal planning, such as test planning, plays a very important role in inner city renewal projects. The paper first introduces the spatial development strategy in Switzerland “internal development before external development”, followed by the concept and procedures of test planning. Based on the case study of Attisholz, where the largest brownfield in Switzerland is located, the function of test planning is elaborated.
